Bill Lee signed legislation Friday allowing teachers and school staff in the state to be armed in school buildings and campuses, according to the General Assembly’s website. Gun violence is the leading killer of children in the United States. So far, 443 children younger than 18 have been killed in gun violence this year, according to data from the Gun Violence Archive. Thirty-four states bar teachers and the general public from carrying guns in K-12 schools, according to data from Everytown for Gun Safety. Another educator applauded lawmakers for trying to improve safety but said the law won’t do that.

CNN —Close flybys of Io, one of Jupiter’s moons and the most volcanically active world in our solar system, have revealed a lava lake and a towering feature called “Steeple Mountain” on the moon’s alien surface. “We also got some great close-ups and other data on a 200-kilometer-long (127-mile-long) lava lake called Loki Patera. Juno detected the mountain with the help of the sun shining on Io’s surface, which created dramatic shadows that revealed a very sharp peak. NASA/JPL-Caltech/SwRI/MSSSAs an outdoors enthusiast, Bolton joked that Io’s Steeple Mountain should be one of the solar system’s skiing and snowboarding destinations. The United States blocked the U.N. Security Council on Thursday from moving forward on a Palestinian bid to be recognized as a full member state at the United Nations, quashing an effort by Palestinian allies to get the world body to back the effort. The vote was 12 in favor of the resolution and one — the United States — opposed, with abstentions from Britain and Switzerland. The United States, along with the four other permanent members of the Council, can veto any action before it. Full Palestinian membership in the U.N. would be an important if largely symbolic victory for the Palestinian Authority, which has long sought a nation-state. HARRISBURG, Pa. (AP) — A requirement for Pennsylvania voters to put accurate handwritten dates on the outside envelopes of their mail-in ballots does not run afoul of a civil rights law, a federal appeals court panel said Wednesday, overturning a lower court ruling. A divided 3rd U.S. Circuit Court of Appeals ruled to uphold enforcement of the required date on return envelopes, a technical mandate that caused thousands of votes to be declared invalid in the 2022 election. A lower court judge had ruled in November that even without the proper dates, mail-in ballots should be counted if they are received in time. U.S. District Judge Susan Paradise Baxter said the envelope date is irrelevant in helping elections officials decide whether a ballot was received in time or if a voter is qualified.

MEMPHIS, Tenn. (AP) — Relatives of Tyre Nichols, George Floyd and Eric Garner — three Black men killed in violent confrontations with police officers — expressed frustration Friday with politicians who have failed to pass police reform legislation or have worked to invalidate laws intended to reduce chances that citizens' encounters with police end in death. Philonise Floyd, the brother of George Floyd, told an audience at a police violence symposium in Memphis that the time has come for Congress to pass a federal law that would ban certain police tactics such as chokeholds and no-knock warrants. The George Floyd Justice in Policing Act, proposed after Floyd died in Minneapolis in May 2020 after a white police officer pressed his knee to his neck for more than nine minutes, was passed by the House in 2021, but the Senate failed to reach a consensus. “You need to know your politicians ... because these are people that are not applying pressure to help,” Floyd said. Nichols' parents said they are seeking to meet with Lee, who has never vetoed a bill.

CNN —A bipartisan panel of judges in North Carolina has ruled that the Republican-controlled state legislature improperly tried to seize control of state and local election boards from Democratic Gov. The state Board of Elections, for instance, currently has three Democrats and two Republicans. Previous efforts by Republicans in the General Assembly to change the makeup of election boards have been rejected by the courts, and by voters in a 2018 referendum. Republican state lawmakers who pushed the change had argued that it would bring bipartisan balance to decision-making around elections. Several lawmakers had accused state election officials of reaching a “collusive settlement” with Democratic litigants to extend the deadline to count absentee ballots during the 2020 election.

UNITED NATIONS (AP) — The United States is spearheading the first United Nations resolution on artificial intelligence, aimed at ensuring the new technology is “safe, secure and trustworthy” and that all countries, especially those in the developing world, have equal access. Unlike Security Council resolutions, General Assembly resolutions are not legally binding but they are an important barometer of world opinion. The U.S. draft calls on the 193 U.N. member states and others to assist developing countries to access the benefits of digital transformation and safe AI systems. It “emphasizes that human rights and fundamental freedoms must be respected, protected and promoted throughout the life cycle of artificial intelligence systems." She said the resolution “aims to build international consensus on a shared approach to the design, development, deployment and use of AI systems,” particularly to support the 2030 U.N. goals.

In late November, the panel temporarily blocked the new structures for the State Board of Elections and boards in all 100 counties from taking effect while Cooper’s lawsuit was heard. The state elections board has five members appointed by the governor — a format going back over 100 years — from candidate lists provided by the major parties. Currently, county boards are five members, with state board members naming four positions and Cooper one. Should the board changes be upheld by courts in the coming months, new appointments could happen as general election campaigning heats up and voting approaches. The elections board lawsuit is one of many that Cooper has filed over the past seven years challenging General Assembly laws that he argues unlawfully weakens his position.

Mark Harris has won the Republican nomination for a U.S. House seat in North Carolina, giving the pastor a second chance to go to Washington after a 2018 absentee ballot scandal. Harris will face Democrat Justin Dues in November in a district running from Charlotte east to Lumberton that was drawn to heavily favor Republicans. While the investigation led to charges against several people and some convictions, Harris wasn’t charged, cooperated with investigators and called for a new election. Harris did not run again, however, and the seat was won by Republican U.S. Rep. Dan Bishop. In addition, Republicans Bishop and U.S. Rep. Patrick McHenry decided not to run again, opening their Republican-dominated districts to new representation.
